Mann: Political Party Registration is it Rights Compatible?

The Celtic League has asked the Isle of Man Chief Minister if legislation requiring the registration of political parties is OSCE and Council of Europe compatible (see below):

Dear Chief Minister,

I understand that from this week ‘the law will require a political party (“a party”) intending to support or endorse candidates for election to the House of Keys to register’.

Can I ask if the new regulation requiring the registration of political parties is compatible with guidelines drawn up by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Council of Europe’s European Commission for Democracy through Law (Venice Commission) and if COMIN have an opinion from the (Acting) Attorney General to that effect?
